CEPI’s R&D team is responsible for the coordination of CEPI’s portfolio of vaccine candidates in preclinical and clinical stages of development.
To support this teams’ activities for COVID-19 vaccine development and beyond, along with the activities of the wider organisation, we are seeking the consultancy services from vaccine product development experts with experience in Vaccine Safety / pharmacovigilance and Clinical Vaccine Development.
CEPI coordinates the Research & Development & Manufacturing (RDM) Workstream within COVAX (the vaccine pillar under the Access to COVID-19 Tools-Accelerator, ACT-A). In developing candidate COVID-19 vaccines, CEPI actively supports a vaccine portfolio collaborating with IFPMA and DCVMN vaccine developers as well as many other firms, organisations and institutions.
Supporting individual vaccine programmes as well as strategic considerations related to pharmacovigilance strategies are key elements – in particular in a pandemic situation. Furthermore, it is important to connect pre-licensure and post-licensure activities related to vaccine safety and pharmacovigilance as part of the ecosystem. Lessons learnt from the COVID-19 pandemic will also serve to develop CEPI’s future strategic activities related to epidemic preparedness innovations.All work will be performed in compliance with CEPI’s clinical trials policy, standard procedures, regulations, and current ICH Good Clinical Practices guidelines.

CEPI is looking for consultancy support to assist with tender preparations for choosing a new IT provider.
The agreement with the current IT provider will reach its expiration date in January 2022. In line with CEPI’s procurement policies, recognising fair competition and transparency, we are planning to start working on a tender as soon as possible, preferably in December 2020. To allow for the potential migration of services to a new IT provider, we aim to sign a new contract no later than 1 October 2021.
With this objective in mind, we are looking for consultancy support with experience in the following areas to assist CEPI in driving forward the procurement process for this tender from start to finish:
The supplier is expected to work over video meetings and physically meet in CEPI’s Oslo office when possible, given the current situation with the COVID-19 pandemic.

As a voluntary funded organisation, CEPI depends on the confidence of its donors to fulfil its mandate.
CEPI operates in a global environment and is exposed to continuously changing factors that can affect CEPI’s risk profile. CEPI’s due diligence process is an important tool to have an overview over such factors and enables CEPI to accurately evaluate and manage risks associated with its potential third parties and to provide reassurance to CEPI’s investors that funding is only awarded with prudent considerations.
Currently, CEPI has outsourced the integrity and financial due diligence to an external provider. To further develop the due diligence processes, CEPI would like to perform more of the integrity and financial due diligence and monitoring of our third parties in-house. To support this work, we are seeking to subscribe to a software screening tool.

In June 2020, the CEPI Board endorsed the Secretariat’s recommendation to develop an investment case and strategy for CEPI’s replenishment, to raise funds for the next CEPI strategy period, running from 2022-2026.
CEPI will not only seek to secure traditional public sector and philanthropic grant funding, which will be core to CEPI’s replenishment, but also build on the experience of financing vaccine development and manufacturing for COVAX through issuance of vaccine bonds via financing platforms such as the International Finance Facility for Immunisation (IFFIm), as well as explore ways to partner with multi-lateral development bank financing instruments.
It is envisaged that a series of preparatory and financing events in support of CEPI’s replenishment process will be organised in 2020 and 2021 to bring in this new funding.
In order to successfully develop and execute the replenishment strategy and related events, the Secretariat will occasionally require the services of a consultant / small consultancy team to be called upon throughout different stages of the replenishment process, for example to:

This team is also responsible for coordinating and funding critical elements to accelerate and ensure a rational decision making for the whole product development cycle of CEPI-supported vaccine candidates; from disease burden and diagnostics to immunological evaluation and preparations for field efficacy testing and processes to facilitate their future use in outbreaks and potential regulatory licensing.
To support this teams’ activities, along with the activities of the wider organisation, we are seeking the consultancy services from experts with experience in the following disciplines:

This Review is being commissioned by the CEPI Secretariat to assess the design, implementation and interim results of CEPI operations since its establishment in 2017. The Review aims to generate learnings about and assess the progress of CEPI’s Business Plan and targets, mid-way through the five-year period, as well as take into account suggestions to incorporate into the Strategic Plan for CEPI’s next five-year phase.

To prepare for advanced stage clinical trials investigating vaccine efficacy in the field, suitable epidemiological data is needed to support trial design and strengthen site and investigator capacity to conduct these trials.
CEPI is therefore providing grants for epidemiological studies that will contribute these data. These two-year prospective studies will be performed in five countries in West Africa (Nigeria, Benin, Sierra Leone, Liberia, and Guinea), with the primary objective of assessing incidence of symptomatic Lassa fever cases as well as incidence of Lassa virus infection as well as secondary objectives informing additional aspects of future phase 2b/3 clinical trials.
In CEPI’s role as the facilitator and funder for these epidemiology studies, CEPI now seeks to identify a qualified coordinating institution to support this large-scale, five-country programme from the planning and implementation phases through to close-out. This institution will develop and implement a coordination framework ensuring robust oversight, performance and capacity monitoring, and quality management of all activities across the five study countries for the duration of the Lassa epidemiology programme.
The identified institution will also facilitate the harmonized planning and analysis of study data, including the development of a programme statistical analysis plan and conduct of all programme-level analyses. Finally, the institution will provide support as needed in training curriculum development and provision, including harmonization of content and delivery across study consortia.

Examples of tasks that may be requested include leading the planning cell of incident command, assisting in writing decision memos, and supporting the development of CEPI’s objectives and strategy based on lessons learnt in outbreak response activities.
